<p data-path-to-node="3">Russia’s government is considering a full ban on diesel exports to stabilize the domestic fuel market amid growing shortages and rising prices linked to Ukrainian drone attacks on oil refineries and supply networks.</p>
<p data-path-to-node="4">Deputy Prime Minister Alexander Novak said Tuesday that the situation in the domestic market was “challenging but under control,” noting that a total ban on diesel exports is now being weighed alongside existing restrictions on gasoline and jet fuel exports.</p>
<p data-path-to-node="5">“We have maxed out capacity across all oil refineries, shortened repair timelines and postponed scheduled maintenance to later dates,” Novak <a href="https://www.kommersant.ru/doc/8763173?from=vertical_lenta" title="said" target="_blank" rel="noopener">said</a> during a meeting with President Vladimir Putin and other senior officials.</p>
<p data-path-to-node="6">His comments mark a shift from earlier this month, when he <a href="https://interfax.com/newsroom/top-stories/117914/" title="said" target="_blank" rel="noopener">said</a> there was no immediate need for a blanket diesel ban. Currently, only Russian companies that produce diesel are allowed to sell it abroad.</p>
<p data-path-to-node="7">Novak also sought to downplay the growing number of fuel rationing measures across the country, describing them as “occasional delivery hiccups in certain regions and at specific gas stations.”</p>
<p data-path-to-node="7">Nearly two dozen regions have <a href="https://t.me/astrapress/116589?single" title="introduced">introduced</a> restrictions on gasoline and diesel purchases in recent weeks, according to independent media reports. <span>The disruptions arrive at a critical time, with both the summer vacation travel season and the agricultural farming season in full swing.</span></p>

<p data-path-to-node="7"><span>The average price of gasoline in Russia has </span><a href="https://rosstat.gov.ru/storage/mediabank/91_17-06-2026.pdf" target="_blank" rel="noopener"><span>climbed</span></a><span> 6.6% since the start of the year, with a single-week jump pushing national averages to 69.11 rubles per liter ($3.56 per gallon) as of June 15.</span></p>
<p><span>Russia’s Energy Ministry established an “industry-wide task force” with the country’s largest energy corporations earlier this month to ensure the “stable and efficient operation of the entire energy sector.” In doing so, the ministry acknowledged for the first time that Ukrainian drone strikes were directly to blame for the ongoing “difficulties” in the domestic fuel market.</span></p>
<p><span>Also on Wednesday, the newspaper Kommersant <a href="https://www.kommersant.ru/doc/8763243?from=top_main_1" title="reported" target="_blank" rel="noopener">reported</a> that Rosneft CEO Igor Sechin had sent a letter to Putin in May asking him to temporarily overhaul how fuel is distributed to prevent shortages. </span></p>
<p><span>In the letter, Sechin recommended that the government force all oil companies to route at least 30% of their raw crude straight to domestic refineries. He proposed pausing the rules that require oil companies to sell their top-tier fuel on public exchanges, claiming that middlemen are currently hoarding it to drive up their own profits. </span></p>
<p><span>Instead, Sechin wants the rules changed so companies can count direct deliveries to their own gas stations and government contracts toward their national supply quotas. Likewise, he recommended forcing any refineries producing emergency, lower-grade fuel to sell 100% of it publicly, while giving regular everyday consumers priority to buy it.</span><span/></p>

<p><span>Ukraine began ramping up its attacks against Russian oil refineries and supply lines this spring in a bid to deprive the Kremlin of windfalls from surging oil prices. Drone strikes have halted or scaled back production at facilities that account for a large share of Russia’s gasoline output.</span></p>
<p><span>Industry sources </span><a href="https://www.reuters.com/business/energy/russia-import-gasoline-by-sea-shortage-looms-sources-say-2026-06-17/" target="_blank" rel="noopener"><span>told</span></a><span> Reuters last week that Russia will import fuel from Asia by sea this month due to the shortages. Russia’s gasoline output is down 25% compared to the June 2025 average, the agency <a href="https://www.reuters.com/business/energy/russia-discusses-importing-fuel-amid-ukrainian-strikes-newspaper-says-2026-06-23/" title="said" target="_blank" rel="noopener">said</a>.</span></p>
<p data-path-to-node="7"><span>At the same time, Russian lawmakers are reportedly fast-tracking tax legislation to create government subsidies specifically designed to fund gasoline imports from India. The RBC news outlet <a href="https://www.rbc.ru/economics/23/06/2026/6a3ae62a9a79475a15dbb24d?utm_referrer=https%3A%2F%2Fru.themoscowtimes.com%2F" title="said" target="_blank" rel="noopener">said</a> the State Duma could vote on those measures as soon as Wednesday.</span></p>

<p><span>Russia on Wednesday lifted restrictions on popular children’s gaming platform Roblox, saying the company “has fully complied with Russian legal requirements aimed at ensuring user safety.”</span></p>
<p><span>“The company has implemented a range of additional child-protection measures,” the Digital Development, Communications and Mass Media Ministry </span><a href="https://www.interfax.ru/digital/1095228" target="_blank" rel="noopener"><span>said</span></a><span> in a statement.</span></p>
<p><span>“Roblox pledged to continue efforts to combat the spread of undesirable content on the platform,” the ministry said.</span></p>
<p><span>State media regulator Roskomnadzor blocked access to U.S.-owned Roblox last year on claims that it distributes extremist materials and promotes “LGBT propaganda.”</span></p>

<p>The European Union has proposed a visa ban on any Russian who has fought in the war against Ukraine as part of its next round of sanctions against Moscow, European Commission President Ursula von der Leyen said Tuesday.</p>
<p>&#8220;We propose for the first time to ban entry into the European Union for anyone who has served in the Russian armed forces since the beginning of the war,&#8221; von der Leyen said. This will &#8220;make sure that Europe stays off-limits for anyone who has participated in the invasion of Ukraine,&#8221; she added.</p>
<p>Beyond the entry ban, a central focus of the fresh EU sanctions package is suppressing Russian energy revenues amid surging global oil prices driven by the war in the Middle East.</p>
<p>Brussels intends to lock in a price cap on Russian crude at its current level of approximately $44 per barrel until January, preventing the Kremlin from capitalizing on the market spike. To enforce this, the EU plans to blacklist 30 additional tankers belonging to Russia’s so-called &#8220;shadow fleet.&#8221;</p>
<p>In addition, the package takes aim at crypto platforms, banks and third-party oil traders facilitating sanctions evasion, while widening trade restrictions to include imports of specific Russian seafood like cod and Alaska Pollock.</p>

<p>Brussels is also tightening regulations on foreign entities supplying the Russian military. Officials revealed that the proposal includes banning 14 firms based in mainland China and Hong Kong from purchasing EU goods.</p>
<p>&#8220;The price Russia pays is heavier by the day, and it is paid primarily by the people of Russia,&#8221; von der Leyen said. &#8220;They are mourning sons, brothers, husbands, and at the same time they face declining living standards at home.&#8221;</p>
<p>The proposed sanctions package now heads to the EU&#8217;s 27 member states for debate, where it requires unanimous approval to be officially adopted.</p>

<p>Pakistan’s central bank, the State Bank of Pakistan, has authorized banks to open accounts for licensed virtual asset service providers (VASPs), effectively rolling back a ban that was imposed in 2018 that outlawed banking involvement in virtual currencies and tokens, according to a recent <a target="_blank" href="https://www.sbp.org.pk/bprd/2026/CL10.htm" rel="noopener">notice</a>.</p>

<p>Under the revised framework, banks and other regulated entities are permitted to onboard VASPs that are licensed by the Pakistan Virtual Asset Regulatory Authority (PVARA), subject to strict compliance requirements, including enhanced due diligence, ongoing monitoring, and customer risk profiling.</p>
<p>Banks are required to establish separate Client Money Accounts (CMAs) for handling customer funds associated with VASP activities, ensuring strict segregation between VASP’s own funds and those of its clients.</p>
<p>These accounts must be denominated in Pakistani Rupees, remain non-interest-bearing, prohibit cash deposits and withdrawals, and cannot be used as collateral for financing or credit purposes.</p>
<p>In addition to standard AML/CFT requirements, banks must carry out enhanced due diligence by thoroughly understanding the VASP’s business model, customer base, operational scope, and geographic exposure. They are also required to update their risk assessment frameworks, continuously monitor transactions, and report suspicious activities.</p>
<p>The framework allows entities with a No Objection Certificate (NOC) from PVARA to open limited-purpose accounts to facilitate licensing, but full banking services can only be extended after obtaining a formal license.</p>
<p>Banks are explicitly prohibited from investing in, trading, or holding virtual assets using their own funds or customer deposits, and they remain fully responsible for complying with all regulatory requirements, including foreign exchange regulations, regardless of any arrangements with VASPs.</p>
<h2>New law sets up oversight framework for virtual assets in Pakistan</h2>
<p>The replacement follows the enactment of the Virtual Assets Act, 2026 and the establishment of PVARA.</p>
<p>Pakistan’s Virtual Assets Act is designed to protect investors, preserve market integrity, and enable regulated blockchain innovation within a strong anti-money laundering framework. It establishes licensing and supervision of VASPs to ensure customer protection, compliance controls, and tighter oversight of virtual asset activity.</p>
<p>At the same time, it seeks to unlock innovation through sandboxes, virtual asset zones, and support for tokenized financial systems.</p>
<h2>Pakistan’s restrictions push crypto activity</h2>
<p>Rather than slowing demand, the 2018 restrictions drove crypto activity underground.</p>
<p>Peer-to-peer activity surged, with usage reportedly jumping by over 700% in the years that followed, as users found ways around the formal banking system, <a target="_blank" href="https://fpcci.org.pk/wp-content/uploads/2021/12/Prospects-of-Cryptocurrencies-A-Context-of-Pakistan_compressed.pdf" rel="noopener">according to</a> the Federation of Pakistan Chambers of Commerce and Industry.</p>
<p>By early 2024, most retail crypto transactions were happening through informal P2P channels or so-called “Digital Hundi” networks.</p>
<p>Binance, the world’s largest crypto exchange, has also become widely recognized in Pakistan, helping drive a user base now estimated at over 20 million. </p>

<p><span>The European Union on Tuesday <a href="https://www.euronews.com/my-europe/2026/03/24/eu-delays-proposal-to-ban-russian-oil-amid-iran-war-price-spikes-and-druzhba-row" title="postponed" target="_blank" rel="noopener">postponed</a> the unveiling of a law that would permanently ban Russian oil imports, coming amid supply disruptions caused by the war in the Middle East.</span></p>
<p><span>The April 15 unveiling date has reportedly been removed from the European Commission’s REPowerEU roadmap calendar.</span></p>
<p><span>EU Commission energy spokeswoman Anna-Kaisa Itkonen said a new date has not yet been determined, but stressed that Brussels remains “committed to making this proposal.” </span></p>
<p><span>“The proposal will be made,” she was quoted as saying by Euronews.</span></p>
<p><span>Russian President Vladimir Putin has </span><span>offered</span><span> to resume long-term oil and gas supplies to European buyers amid skyrocketing energy prices since the United States and Israel began striking Iran on Feb. 28.</span></p>
<p><span>European Commission President Ursula von der Leyen</span><a href="https://www.cnbc.com/2026/03/11/eu-russian-gas-oil-iran-war-ukraine.html" target="_blank" rel="noopener"><span> </span><span>said</span></a><span> abandoning the EU strategy that seeks to reduce Russia’s energy revenues from funding its war in Ukraine would be a “strategic blunder.”</span></p>

<p>The US needs a sweeping travel ban on countries <em>“flooding”</em> America with criminal migrants, Homeland Security Secretary Kristi Noem has said.</p>
<p>The call comes after an Afghan asylum seeker was identified as the suspect in last week’s shooting of two National Guard members in Washington, DC. In response, the US has suspended all visa processing for Afghan passport holders.</p>
<p>Posting on X on Tuesday, Noem said she had met with President Donald Trump and is <em>“recommending a full travel ban on every damn country that’s been flooding our nation with killers, leeches, and entitlement junkies.”</em></p>
<p>She argued the US was not built <em>“for foreign invaders”</em> to <em>“slaughter our heroes”</em> or drain taxpayers. <em>“We don&#8217;t want them. Not one,”</em> the official wrote, without specifying which countries would be banned. Trump later shared Noem’s post on Truth Social.</p>

<p>The Department of Homeland Security has identified the suspect in custody as Rahmanullah Lakanwal, who entered under a special program launched in 2021 to evacuate vulnerable Afghans after the Taliban retook power. He is facing first-degree murder charges since Specialist Sarah Beckstrom, one of two West Virginia National Guard members shot in the attack, died from her wounds on Thanksgiving Day. Her colleague, Andrew Woolfe, remains critically injured and is still fighting for his life.</p>

<p>Trump blamed his predecessor Joe Biden for allowing Lakanwal into the US and vowed to <em>“permanently pause migration”</em> from certain countries, adding that immigrants from 19 nations will have their cases re-examined, including those from Afghanistan, Iran, Somalia, Haiti, Sudan, Yemen, Libya, and Venezuela.</p>
<p>Trump has long called for an overhaul of US asylum regulations as part of a broader immigration crackdown and his stated goal of combating extremism. Since returning to office for his second term, he has vowed to carry out <em>“the largest deportation”</em> of illegals in US history while also purging federal agencies of <em>“woke”</em> practices.</p>
<p>In October, the White House slashed the annual refugee admissions cap to 7,500 – the lowest level on record.</p>
